TVB has made an application to the High Court for leave to apply for a judical review against free-to-air TV licenses.

The operator said the recommendation by former Broadcasting Authority (now Communications Authority), along with other authorities, has "made some serious mistakes in their deliberations of the license applications", and they failed to address TVB's repeated requests by refusing "to rectify the mistakes so far".

TVB reiterated that "it is not blindly objecting to the issuance of new free TV licenses and that it is not afraid of competition."

The move is expected to delay licenses indefinitely, putting further pressure on City Telecom chief Ricky Wong Wai-kay who has been battling for a license.

The majority of the public support the issue of more TV licenses, according to surveys by Hong Kong University and Chinese University of Hong Kong earlier, the company said in a statement.

The government should stick with its policy and procedure and issue free-to-air TV licenses as soon as possible, City Telecom chairman Ricky Wong Wai-kay said.
